  • “NEGIRDŽIU, BET ATPAŽĮSTU: SEKSUALINIO SMURTO PREVENCIJA IR SAUGUMO UŽTIKRINIMAS ASMENIMS SU KLAUSOS NEGALIA”. 2025 – 2026 M.

    KOPŽI, bendradarbiaudama su Lietuvos kurčiųjų draugijos Kauno skyriumi (LKD Kauno sk.), siekia keisti situaciją, kai dėl informacijos neprieinamumo gestų kalba bei riboto specialistų pasirengimo, kurčiųjų bendruomenės nariai dažnai nesupranta, kada jų patiriamas elgesys yra smurtinis, nežino savo teisių ar kur kreiptis pagalbos.

    Projekto metu bus organizuojamos šviečiamosios veiklos mažose grupėse, kurčiųjų bendruomenei suprantama forma pateikiama informacija apie seksualinio smurto formas, jų teises ir pagalbos galimybes. Bus organizuojami šviečiamieji susitikimai skirti specialistams, darbuotojams, pedagogams dirbantiems tiesiogiai su kurčiųjų bendruomenės nariais tam, kad išmoktų atpažinti problemas, tinkamai reaguotų į susidariusias krizines situacijas bei galėtų rasti atsakymus į kylančius klausimus darbe su seksualinį smurtą išgyvenusiais kurčiųjų bendruomenės nariais.

    Tikslas: projektas siekia didinti seksualinio smurto atpažinimą ir saugumo užtikrinimą asmenims
    su klausos negalia.

    Finansuojama suma: 60 000 Eur (KOPŽI – 40 000 Eur)

    Įgyvendinimo laikotarpis: 2025.10.01 iki 2026.10.31

    I Can’t Hear But I Recognize: Preventing Sexual Violence and Ensuring Safety for People with Hearing Impairments

    KOPŽI in cooperation with the Kaunas branch of the Lithuanian Association of the Deaf (LKD Kaunas branch) aims to change the situation where, due to the inaccessibility of information in sign language and limited training of specialists, members of the deaf community often do not understand when the behavior they experience is abusive, do not know their rights or where to seek help.

    During the project educational activities will be organized in small groups, providing information in a form understandable to the deaf community about forms of sexual violence, thei rights of the victims and possibilities for assistance. Educational meetings will be organized for specialists, employees, and teachers working directly with members of the deaf community to learn how to recognize problems, respond appropriately to arising crisis situations, and find answers to questions that arise when working with members of the deaf community who have experienced sexual violence.

    Goal: the project aims to increase the recognition of sexual violence and ensure safety for individuals with hearing impairment.

    Funding amount: 60,000 EUR (KOPŽI – 40,000 EUR)

    Implementation period: 01.10.2025 to 31.10.2026

  • „NEMATOMI PAUKŠČIAI: SEKSUALINIO SMURTO PREVENCIJOS IR SPECIALIZUOTOS PAGALBOS PLĖTRA“. 2025 – 2026 M.

    KOPŽI, bendradarbiaudama su meno laboratorija VšĮ „Kiaurai sienas“, siekia sukurti paramos
    mechanizmą ir užtikrinti geresnį specializuotos pagalbos nukentėjusiems prieinamumą mažose
    Lietuvos savivaldybėse, konkrečiai, Tauragės apskrityje. Šiam tikslui pasiekti pasitelkiama retų
    ir nykstančių Lietuvos paukščių mozaikos, kurios sukurtos projekto rėmuose, suteiks galimybę
    kūrybingai ir įtraukiančiai parodyti smurto lyties pagrindu mąstą ir atvers progą prie atsako į jį
    prisidėti visuomenės nariams.

    Projekto tikslas – prisidėti prie seksualinio smurto prieš moteris prevencijos ir stiprinti
    specializuotos pagalbos kokybę ir prieinamumą nukentėjusioms nuo seksualinio smurto
    Tauragės ir pajūrio apskrityse, kuriant tvarų pagalbos modelį, grįstą menine komunikacija ir
    socialine atsakomybe.

    Finansuojama suma: 60 000 Eur (KOPŽI – 18 000 Eur)

    “Invisible Birds: Expansion of Sexual Violence Prevention and Specialized Assistance” is a project aimed at increasing the recognition of sexual violence against women, encouraging victims to seek help, and thereby reducing the latency and stigmatization of this issue. 

    During the project’s implementation, the language and tools of art will merge with the knowledge and skills of the social sector. During the project, mosaics depicting endangered birds of Lithuania will be created. This metaphor conveys an important message: women who have experienced sexual violence often remain unnoticed, they do not receive the professional help they need, and the scale of the problem is largely underestimated. ​

    The goal of the project is not only to draw attention to the problem itself and its scale but also to create a sustainable support model for the victims. This model will include both the provision of psychological assistance to the victims and community mobilization, inviting everyone to join the fight against this painful issue. ​

    We are embarking on this journey together with our partners, the Center Against Human Trafficking and Exploitation. ​

  • APSKRITO STALO DISKUSIJOS “SEKSUALINIS SMURTAS PRIEŠ VAIKUS ARTIMOJE APLINKOJE” 2025 m. – nenumatyta

    Projekto tikslas – sekti ikiteisminių tyrimų, bylų dėl seksualinės prievartos prieš vaikus artimoje aplinkoje pėdsakais ir inicijuoti vietose, kartu su socialiniais partneriais, diskusijas, ieškant tokių nusikaltimų priežasčių, aptariant tarnybų iššūkius, diskutuojant, ką galima būtų daryti geriau, apsaugant nepilnametes aukas.

    Susitikimų metu rodomas VšĮ “Kokybiškos žurnalistikos redakcija” sukurtas video siužetas “Tėvo prievartauta, mamos išduota”, pristatoma atvejo studija. Šis projektas neturi jokio specialaus biudžeto, jį vykdome iš rėmėjų aukų, kviečiame ir Tave mus paremti!

    STRATEGINĖ PARTNERYSTĖ „NUO PABĖGĖLIO IKI DARBUOTOJO“ 2023 – 2024 M.

    Lietuvos profesinių sąjungų Aljansas kartu su partneriais – VšĮ Kovos su prekyba žmonėmis ir išnaudojimu centras, VšĮ „Socialinis architektas“ – įgyvendina JAV valstybės departamento (U.S. Department of State) remiamą projektą STRATEGINĖ PARTNERYSTĖ „NUO PABĖGĖLIO IKI DARBUOTOJO“ (Nr.SLH50023GR0016).

    2022-ųjų vasarį prasidėjus karui Ukrainoje ir Rusijai griaunant šios šalies miestus, kelius ir kitą infrastruktūrą, Ukrainos piliečiams teko palikti savo šalį. Lietuva nuo pirmųjų karo dienų palaikė ir rėmė Ukrainą, netrukus po karo pradžios įsigaliojo įsakymas, kuriuo remiantis Ukrainos piliečiams, pasitraukusiems nuo karo ir atvykusiems į Lietuvą, taikytos palengvintos migracijos sąlygos, norintiems gyventi ir dirbti Lietuvoje. Skaičiuojama, kad į Lietuvą atvyko beveik 83 tūkst. karo pabėgėlių iš Ukrainos. Daugelis jų įsidarbino Lietuvos įmonėse ir įstaigose, tačiau, užuot radę užuovėją nuo karo žiaurumų, jie čia dažnai atsiduria nesąžiningų darbdavių pinklėse (darbdaviai verčia pasirašyti nekorektiškai parengtas sutartis, nemoka atlyginimų, moka juos pavėluotai arba vokeliuose ir t. t.) ar net tampa prekybos žmonėmis aukomis. 2022 m. Valstybinės darbo inspekcijos duomenimis, apie 21 proc. nelegaliai dirbančių asmenų yra ukrainiečiai. Spręsti šias problemas ir keisti situaciją ryžosi trys bendram projektui suvienijusios, skirtingose srityse su pabėgėliais iš Ukrainos aktyviai dirbančios organizacijos.

    Projekto tikslas – užtikrinti orias darbo sąlygas Ukrainos pabėgėliams, apsaugoti juos nuo išnaudojimo ir motyvuoti pažeidžiamiausias pabėgėlių grupes integruotis į darbo rinką ir visuomenę. Šio tikslo siekiama konsultuojant, atstovaujant, organizuojant ir vedant mokymus Ukrainos pabėgėliams, patekusiems į sudėtingas situacijas.

    Siekiant suteikti Ukrainos pabėgėliams visapusišką, skirtingus jų poreikius ir individualias situacijas atitinkančią pagalbą, projekto vykdytojas ir partneriai paskirstė ir projekte įgyvendina skirtingas veiklas.

    Lietuvos profesinių sąjungų Aljansas, kasdieniame darbe nuolat susiduriantis su opiausiomis ir sparčiai plintančiomis Ukrainos pabėgėlių darbo rinkoje problemomis, tokiomis kaip nelegalus darbas, neteisėtas nedraudiminių laikotarpių deklaravimas, nemokamas arba dalinai mokamas atlyginimas, darbo laiko reglamento nepaisymas, mobingas ir kiti darbuotojų teisių pažeidimai, teikia konsultacijas ir atstovauja projekto tikslinės grupės interesams šioje srityje.

    VšĮ Kovos su prekyba žmonėmis ir išnaudojimu centro (KOPŽI) pagalbos linija kasdien sulaukia skambučių dėl Ukrainos karo pabėgėlių išnaudojimo, tam tikrais atvejais primenantį prekybą žmonėmis – nesudaromos darbo sutartys, darbdavys nuolat įžeidinėja, žemina, grasina atleisti ir t. t. Daugėja atvejų, kai bandoma įtikinti ukrainietes merginas užsiimti prostitucija ir nelegaliu darbu. Įgyvendinant projektą KOPŽI specialistai teikia individualias konsultacijas ir grupinius mokymus išnaudojamiems ar galimai išnaudojamiems Ukrainos karo pabėgėliams, atlikdami poreikių vertinimą, nustatydami asmens stipriąsias ir silpnąsias puses, įvertindami rizikas aplinkoje, rengdami asmeninius pagalbos planus.

    VšĮ „Socialinis architektas“ atkreipia dėmesį į pabėgėlių ukrainiečių situaciją dėl galinčio išsivystyti potrauminio streso sutrikimo (68–82 proc. tikimybė). Karo pabėgėliai išgyvena daug įtemptų situacijų, kai rizikuodami savo gyvybėmis bėga nuo karo, smurto, terorizmo, politinio persekiojimo ir skurdo. Neišspręstos emocinės problemos didina savižudybių, alkoholizmo, kitų priklausomybių riziką, tampa sudėtinga ar net neįmanoma integruotis į darbo rinką ir visuomenę, didėja tikimybė tapti prekybos žmonėmis aukomis. Įgyvendinant projektą VšĮ „Socialinis architektas“ teikia motyvacines ir integracijos paslaugas (mokymus ir konsultacijas), ugdo pažeidžiamiausias grupes, taip pat padeda suvaldyti emocines psichologines krizes ir galimus jų padarinius.

    Some facts about rape as a war crime

    INFORMATION CAMPAIGN FOR UKRAINIAN SURVIVORS OF GENDER VIOLENCE

    Rape during an armed conflict is a war crime.

    If the victim stays silent, the perpetrator avoids responsibility.

    How to overcome the reluctance to report?

    There were different heiplines for different purposes, but no specialized centre for survivors of gender-based violence.

    It is a joint project of KOPZI, JurFem, Ukrainian and Lithuanian government officials, the European institute on Gender Equality, Vilnius University Law faculty, communicators and international lawyers based on the volunteering of all people involved.

    Besides practical, medical, and psychological help we put an emphasis on the legal aspect.

    Because lawyers perform a very important role while working with victims and witnesses and they can improve the statistics of accountability.

    I would like to discuss several principles that should guide the documentation and investigation of sexual violence crimes (based on the International Protocol on the Documentation and investigation of Sexual Violence in Conflict by Sara Ferro Ribeiro and Danaé van der Straten Ponthoz on behalf of the UK Foreign & Commonwealth Office).

    COOPERATION AND MULTI-SECTORAL APPROACH

    involving the coordinated provision of health services, protection, psychosocial support, and access
    to justice for survivors.

    Working in coordination with these services is key to increasing the likelihood that victims report
    crimes of sexual violence.

     

    WHAT IS SEXUAL VIOLENCE?

    Sexual violence can take many different forms, and is not limited to rape. it includes any act of a sexual nature committed with use of force or under coercive circumstances, or any act that specifically targets a person’s sexual function or organs.

    • rape, including vaginal and anal penetration by a body part or an object, or oral penetration by a
      sexual organ, by both the perpetrator or the victim
    • threats and attempts of any form of rape or threats and attempts of other sexual assaults
    • female genital mutilation including mutilation of the vagina, labia, clitoris, mutilation of breast and
      nipples, male genital mutilation or amputation, or other types of violence directed at sexual organs
    • sexual slavery, including conjugal slavery or concubinage
    • sexual torture, including electrocuting genitals or pinching nipples, or being forced to watch a partner
      or child be sexually abused
    • forced prostitution
    • forced pregnancy
    • forced sterilization and forced abortion
    • forced nudity.

     

    UNDERREPORTING

    Some survivors do not come forward because of societally imposed stigma, shame and humiliation, and because of debilitating trauma.

    Often their inability to access justice is due to the lack of a safe and supportive environment in which to do so, and/or because of the risks that victims and witnesses take in coming forward.

    SEXUAL VIOLENCE AS A CRIME UNDER INTERNATIOANL LAW

    Sexual violence is prohibited under various international human rights law (IHRL) instruments, including through the right to security, the prohibition of discrimination and the prohibition of torture and cruel, inhuman or degrading treatment or punishment, and under international criminal law (ICL).

    It is through the jurisprudence of the International Criminal Tribunal for the former Yugoslavia and the International Criminal Tribunal for Rwanda (the ad hoc tribunals or ICTY and ICTR) that rape, in particular, was first prosecuted as a war crime, crime against humanity and act of genocide.

    For instance, in the Akayesu case, the ICTR not only held that rape was a constitutive act of the crime of genocide but it also recognised that rape could amount to torture.

     

    ACCOUNTABILITY MECHANISMS

    Victims of CARSV may be able to seek justice and reparation at the domestic, regional or international level.

    (1) judicial, that is, leading to a legally binding decision by a competent court
    a. a criminal complaint
    b. a civil case
    c. a constitutional case against the state to trigger a finding of a violation of their fundamental rights and/or to
    force the authorities to undertake a thorough investigation of the facts, as well as other measures aimed at the protection of their rights

    (2) quasi judicial (eg. leading to recommendations made to a state by UN Treaty Bodies and other regional human rights monitoring mechanisms, or recognition of victim status)

    (3) non-judicial (e.g. commissions of inquiry, truth and reconcillation commissions, Special Procedures of the UN Human Rights Council such as special rapporteurs and working groups).

    UNIVERSAL JURISDICTION

    The principle of universal jurisdiction allows the national authorities of any state to investigate and prosecute individuals suspected of certain crimes under international law such as war crimes, crimes against humanity, genocide and torture, regardless of where these crimes took place and regardless of the nationality or residency of the victims or suspects.

    INTERNATIONAL AND HYBRID COURTS AND TRIBUNALS

    The principle of complementarity to national criminal jurisdictions governs the exercise of the ICC’s
    jurisdiction 18 and the Rome Statute of the ICC expressly recognizes that states have the first responsibility and right to investigate and prosecute crimes under international law.

    International ad hoc tribunals (such as the ICTY and ICTR (MICT)20) or hybrid courts (such as the Special Court for Sierra Leone (SCSL), the Special Panels for Serious Crimes (SPSC) in East-Timor and the Extraordinary African Chambers in the Senegalese Courts (EAC), which tried Hissène Habré, the former President of Chad) were established to deal with specific situations.

    The EU backed Kosovo Special Court (KSC) set up to try alleged crimes by farmer Kosovo Liberation Army fighters between 1998-2000,

    The International Criminal Tribunal for Ruanda was the first international tribunal to recognize that rape and sexual violence can constitute genocide, in its landmark decision in Prosecutor v. Akayesu of 2 September 1998 (Case No ICT R 96-4-T).

    TO IMPROVE VICTIMS/WITNESSES PARTICIPATION IN THE JUSTICE PROCESS

    1. Consent

    The emphasis has shifted away from having to prove an absence of consent towards instead proving the presence of coercive circumstances

    Genuine consent under circumstances of mass violence, duress, detention, threats and coercion is viewed as being essentially impossible.

    There is no need to elicit further specific evidence from the victim to prove an absence of consent, such as questions about whether the victim physically resisted the perpetrator.

    Practitioners-particularly prosecutors and victim counsel-must be ready with evidence and arguments concerning the existence of coercive circumstances in response to possible defence requests for the introduction of consent evidence

    2. Corroboration

    No corroboration is required in cases of sexual violence.

    A victim’s own testimony can be sufficient evidence of the commission of a crime of sexual violence, in the absence of any other corroboration from witnesses, documents, medical reports, photos, or any other potentially corroborative evidence.

    3. Prior and Subsequent Sexual Conduct

    Questions about prior or subsequent sexual conduct are irrelevant as each sexual act must be agreed to Independently, and such questions do not provide any information regarding consent at the time the alleged crime was committed.

    They are based on patriarchal gender stereotypes that women and girls who consent to sex in a variety of contexts are more likely to have agreed to sex with the alleged perpetrator in the instant case.

    4. Other Protective Measures

    Victims (or their families and close associates) should never be exposed to risk of retaliation or re-
    traumatisation as a consequence of their cooperation as a witness.

    •  Physical/out-of-court witness protection
    •  Procedural/in-court witness protection
    • Witness support, for instance through specific victim/witness unit, prior, during and after trial

     DOCUMENT HARM 

    Forms of harm to document should include:

    (1) physical harm, eg. immediate and long-term injuries and diseases, including reproductive health
    problems

    (ii) mental harm, e.g. trauma, depression and mental illnesses

    (iii) social harm, e.g. stigma, ostracism, damaged reputation, divorce/loss of marriage opportunities and other sources of moral damage

    (iv) economic harm, eg. loss of income and earning potential; lost opportunities including employment, education and social benefits; medical expenses incurred and cost of future rehabilitative care, including psychological services; cost of legal process (legal/expert assistance fees); cost of raising a child born of rape and of raising children by single parent victim after losing marriage or re-marriage opportunities, and ostracism from the family unit; displacement

    Do no further harm) pave the way towards safely and ethically giving survivors the opportunity to speak out, while Identifying potential support mechanisms for them. It should, first and foremost, mean respecting and supporting survivor autonomy..

    • work according to a victim-centred approach
    • do not exhibit judgemental behaviour
    • never blame a victim – treat all victims with dignity and respect
    • prioritise the safety of the victim over the evidence.

     REPARATIONS 

    1. Restitution >> This means restoring the victim, whenever possible, to their original situation prior to the violation.

    2. Compensation >> This means providing for monetary compensation of economically assessable damage, where appropriate

    3. Rehabilitation >> This means providing victims with all essential services they need to assist them to carry out their life in a dignified way.

    4. Satisfaction can take many forms and should include, where possible or appropriate: >> Effective
    measures to end the violations; >> Bringing to justice and appropriate sanctions against perpetrators;

    5. Guarantees of non-repetition, including giving effect to the requirement of ‘transformative reparation’, 18 by addressing the structural causes of the violation.

    Why Net-Works

    THB is a serious crime addressed through a legal and policy framework which places focus on the need for human rights-based and gender-specific approaches. THB forms that are most reported within the EU is for the purpose of sexual exploitation (67%), and most victims are women (95%).

    Following identification and meeting of the basic needs of victims of trafficking, employment, together with work-life balance measures and childcare support, appears to be the most important factor in the process of integration, enabling women to become financially independent and self-sufficient in the long-term.

    According to OECD 2020, immigrant women remain overall at higher risk of exclusion from the labour market. Enhancing women’s labour market participation is under the Europe 2020 strategy as way to reach the target of lifting 20 million people out of poverty or social exclusion and achieving a 75% employment rate. COVID-19 severely shaped national/EU priorities with the most vulnerable becoming even more marginalized and it is fundamental to activate practices that reduce this new phenomenon through new protection and assistance measures for all victims of trafficking, including work permits and access to services.

    Our Initiative

    NET-WORKS is an AMIF (Asylum, Migration and Integration Fund) programme that aims to enhance the integration of the third-country nationals (TCN) girls and women survivors of trafficking for sexual exploitation. It seeks to prevent re-trafficking via transnationally coordinated empowerment and tailored programs focused on job placement and work-life balance measures for facilitating durable solutions of integration in Italy, Germany, Spain, Sweden, Latvia and Lithuania.

    Our Goals

    • Support the economic and social integration of at least 40 Sots in 5 European 5 European countries.
    • Create a transnational cooperation network of organisations committed in integration and empowerment pathways for TCN SOT.
    • Promotion of job-placement and work-life balance measures.
    • Disseminate best practices and promote capacity building among other EU countries.
    • Empower the host communities and relevant stakeholders for an effective integration of victims in order to find durable solutions for victims at local, national and European level and prevent re-trafficking.

    Our Approach

    An intercultural approach will be used in order to ensure a real integration and to guarantee the respect of the victims’ individual peculiarities. Moreover, a victim-centred approach including a gender perspective will be ensured. Thanks to the high-level expertise of the partners, enriched by the comparison with other European experiences and by the piloting an effective pilot programme for job integration of SOT will be produced and disseminated in 5 countries: Italy, Spain, Germany, Latvia and Lithuania.

    kompleksinį psichosocialinių paslaugų ir teisinės pagalbos prekybos žmonėmis ir
    išnaudojimo aukoms ir nukentėjusiems bei galėjusiems jomis tapti, modelį, kurti bei
    įgyvendinti inovacijas, didinančias visuomenės atsparumą įvairių prekybos žmonėmis
    formomis bei kitoms aukoms.

    Projekto tikslas bus pasiektas:

    • Teikiant kompleksinę socialinę pagalbą tikslinės grupės asmenims;
    • Taikant į individualius tikslinės grupės asmenų poreikius orientuotas priemones ir paslaugų teikimo metodikas bei praktikas;
    • Vykdant prevenciją ir visuomenės švietimą, kuriant ir diegiant inovatyvius pagalbos prekybos žmonėmis ir išnaudojimo aukoms metodus ir prevencijos praktikas;
    • Šalies mastu koordinuojant ekonomišką, efektyvų ir veiksmingą paslaugų teikimą tikslinės grupės asmenims;

    The number of people, including children, falling victim to human trafficking and child sexual abuse and exploitation (CSA/CSE) around the world continues to grow, despite increased international attention and resources.

    In Europe, sexually exploited women and girls make up the majority of human trafficking victims.

    Moreover, assistance to victims is often limited by the lack of coordination among stakeholders.

    In this context, the EU-funded HEROES project will explore how to use the latest technological advances and new strategies to prevent and combat CSA/CSE and human trafficking, invest crimes, and better protect victims.

    It will develop an ambitious, interdisciplinary, international, and victim-centered approach.

    Its aim is to establish a coordinated contribution with law enforcement agencies to address the specific needs of victims and provide protection.

    The HEROES’ consortium combines the expertise of psychologists, sociologists, lawyers, social workers, health workers, computer developers and experts in computer security and forensics, from all over the world with one goal: to fight against the crimes and help victims of human trafficking and child sexual abuse.

    Objectives:

    Crime Investigation

    1. To analyze the possible involvement of organized crime groups implicated in THB and CSA/CSE in other crimes; to develop new approaches to investigate the trafficking of human beings and CSA/CSE crimes.
    2. To address new threats of child abuse and coercion and extortion of victims that have escalated in the last years.
    3. To provide Law Enforcement Agents with effective means to detect, investigate and bring down open and hidden peer-to-peer networks and websites.

    Victim Assistance

    1. To develop a set of holistic measures to ensure adequate THB and CSA/CSE victims’ protection and assistance.
    2. To develop new approaches to investigate the trafficking of human beings and CSA/CSE crimes.
    3. To develop new approaches to mitigate the impact on victims of THB and CSA/CSE and to reduce re-victimization in the short and long term.

    Prevention

    1. To provide a variety of preventive measures to reduce THB and CSA/CSE crimes.
    2. To reduce the demand for services that may be provided by victims in both legal and illegal sectors.
    3. To reduce the risk of (re-)offending by better understanding the behavior of abusers and potential abusers.

    PROJEKTO APRAŠYMAS

    A partnership among leading Baltic and Russian organisations in the anti-trafficking field has been set up to work towards reaching the recommendations set by the U.S. Department of State Trafficking in Persons report (TIP) for each country. To improve prevention efforts a series of joint trainings has been designed for all partners to learn the best practices from each other to be implemented nationally.

    The aim of the partnership is to identify efficient anti-trafficking measures specified by the National Action Plans and work on adopting best practices to extend victim identification efforts by help-line services, and improve prevention through nation-wide campaigns.

    The circle of partners includes four organizations, each a leader in TIP field in their respective countries. Caritas Lithuania will introduce other partners to effective National Anti-trafficking action enforcement. The Estonian NGO Living for Tomorrow will share their decade-long experience in running hotline services. Red Cross branch in St.Petersburg is responsible for a training on work in high stress circumstances and high volumes of persons seeking advice in connection to trafficking. The leading partner – Shelter “Safe house” – will cover noticeable nation-wide prevention efforts.

    The expected results of the of the project include increased overall ant-trafficking capacity among key experts and actors within CBSS member states ranked at Tier 2 by the TIP report.

    The duration of the project is between September 1, 2015 and May 31, 2016.

    Human Trafficking Prevention and Victims Help Hotline – An Estonian Decade

    Support in crisis situations is only one of the functions carried out by a hotline for cases of trafficking in human beings. Estonian organisation Living for Tomorrow shares their experience in an expert workshop within the project “Improved Anti-Trafficking Efforts: Baltic-Russian Cooperation Network”.

    The hotline for prevention of human trafficking and assisting victims in Estonia is run by Living for Tomorrow since 2004. The aim of it is to inform people about opportunities, conditions, rules and risks of work, studies and marriage abroad to prevent the crime. In the same time victims of trafficking receive consultations how to act in crisis situations, where to seek assistance in Estonia and abroad as well as how to cooperate with the police.

    In addition consultations provided to various groups of the society, the registration of incoming calls and topics discussed form a significant part of the Estonian statistics contributing to the overall view on the situation. Sirle Blumberg, manager of Living for Tomorrow, introduced participants to how monitoring trends in education, origin, interests among other characteristics of callers can be helpful in indentifying trends and by extension improving cooperation with government institutions.

    Prevention, identification of potential victims and providing assistance over the hotline are very important in Estonia especially because accessing support services is rather difficult. A person who has suffered from a form of trafficking recognised in Estonia can only benefit from the support system fully if they have been identified as a victim by the Penal Code. Kristiina Luht, Adviser in Equality Policies Department, Ministry of Social Affairs of Estonia, explained that to improve victim identification and ease access to services Victim Support Act will be changed in 2017 to reduce victims’ dependence on the criminal case and give more power to NGOs in identification.

    The international workshop on trust-line operation for prevention of trafficking in human beings and provision of assistance in crisis situations brought together experts from four NGOs – the leading project partner “Shelter “Safe House”” (Latvia), “Lietuvos Caritas” (Lithuania), “Living for Tomorrow” (Estonia) and Red Cross St. Petersburg branch (Russia).

    The Base of Anti-Trafficking – National Policies

    Leading anti-trafficking organisations from the Baltic States and Russia met in Vilnius for a workshop on November 11-13, 2015, to share experience in developing and implementing national policies for reduction of human trafficking. Caritas Lithuania introduced project “Improved Anti-Trafficking Efforts: Baltic-Russian Cooperation Network” partners to a decade of the strengths and weaknesses of national action plans.

    Kristina Misiniene, project manager at Caritas Lithuania and Karolis Zibas (Institute for Ethnic Studies of the Lithuanian Social Research Centre)) shared Lithuanian experience spanning more than ten years in developing and enforcing state policy in combating trafficking in human beings. Accomplishments prove the necessity for inter-institutional cooperation in tackling the issue.

    Financial resource allocation form the State budget in Lithuania for anti-trafficking efforts was seen as a very positive development. Still the participants of the workshop noted the necessity for increased financial support to organisations that provide assistance services to victims of trafficking in human beings. Public awareness building and education was argued as an especially important area where funds are necessary.

    Discussions revealed that challenges tackling trafficking within the policies and incorporating it into legislation, for example the penal code, arise from inconsistency in terminology and lack of common understanding of human trafficking among the stakeholders.

    Since Lithuania is enforcing its 2013-2015 action plan, working groups were organized with a look to the future. During those, experts from all organisations involved in the project shared their latest observations regarding trends such as upcoming forms of exploitation, modern technology solutions used in recruitment.

    Russian experience complemented the workshop especially as there has not been an anti-trafficking national action plan to base assistance to victims on. Red Cross St. Petersburg branch also shared how the view on forms of exploitation not being regarded as trafficking for example in the fake marriage cases even if they are forced.
